There is no single best day. The advice you have read - book on a Tuesday, book three weeks ahead - comes from averages across thousands of hotels. Your hotel is not the average, and its price moves on its own schedule.
There is no universal best day of the week, and no universal number of weeks ahead. Studies that name one are averaging an enormous number of properties and dates. That average can be true of a market and still be wrong for the single hotel you want, on the dates you want.
Those analyses look at aggregate booking data across whole markets. A rule derived that way describes a tendency, not your stay. A city hotel filling up for a conference, a coastal resort in a slow week, and a spa hotel launching a midweek package all move in different directions on the same Tuesday.
Three things decide what you pay, and none of them is visible in a calendar rule.
We check hotel prices every day, so we can show what this looks like instead of describing it. One European spa hotel, watched for a three-night stay in October for two adults and two children, held exactly the same price - €1,125 - across 44 consecutive daily checks between 11 June and 24 July. On 25 July the hotel published a midweek three-night package and the same stay became €561, a 50% drop. It was still €561 two weeks later. No calendar rule would have predicted that date.
Choose the hotel first, then watch that hotel. Once you know where you want to stay, the useful question stops being "when do hotels get cheaper" and becomes "has this hotel's price moved for my dates". That question has a definite answer, and it can be checked every day.
A reservation with free cancellation is not final. If the price for the same stay falls, you can book again at the lower rate and then cancel the original. Watching does not stop being useful the moment you reserve - check your booking's cancellation terms first.
There is no reliable universal answer. Analyses that name a specific day are averaging across entire markets, and individual hotels routinely contradict them. The cheapest day for your hotel depends on demand for your dates and on whether the hotel is running a promotion.
Sometimes they drop and sometimes they rise. A hotel holding unsold rooms may discount as the date approaches; one that is filling up will not. Both happen often enough that guessing is unreliable.
If your reservation allows free cancellation, yes. Make the new booking at the lower price first, then cancel the original. Always check your booking conditions before acting.
Far enough ahead that you still have a choice of rooms, and on terms that let you change your mind. A refundable booking made early secures the room and keeps the option to rebook if the price falls.
